实验动物福利伦理审查和监管是国际实验动物行业管理的重点、中国实验动物行业管理的薄弱环节和发展趋势。北京市实验动物管理办公室和国家卫生计生委科学技术研究所将于2016年1月18日举办“实验动物单位伦理培训班”暨“第二届实验动物福利伦理高峰论坛”。会议由中国实验动物学会福利伦理专业委员会和北京实验动物行业协会等承办。大会邀请国内外专家学者进行讲座并和各位同行共商如何推进中国实验动物福利伦理事业，以促进实验动物福利和动物实验科学在中国的健康发展。会议诚邀京内外各位同仁积极参会。

会议很荣幸的邀请到了两位AAALAC的资深专家与会并讲演（2016年1月18日下午1-3点）。其中AAALAC全球总监Kathryn Bayne博士的演讲题目是Trends in AAALAC International Site Visit Findings， 通过演讲她将和与会同仁分享近些年AAALAC 现场评估中所发现的一些问题及其趋势，真诚为我国同行提供借鉴和帮助。大会还很荣幸邀请到了AAALAC认证委员会主席James R. Swearengen兽医博士就IACUC Responsibilities and Challenges这个议题与大家讨论实验动物伦理委员会的相关职责和挑战。会议还邀请北京市实验动物管理办公室主任李根平研究员、中国实验动物学会实验动物福利伦理专业委员会主任孙德明研究员、福利伦理专业委员会秘书长庞万勇博士和副秘书长刘津博士等就国内外如何进行实验动物福利伦理审查、审查的依据、审查的标准及要点、日常监督检查等重要问题进行专题报告和研讨。

两位国外专家的简历如下：

1、 Dr. Bayne is Global Director for the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC International).  In this role she directs the accreditation program worldwide and travels extensively to advance AAALAC’s accreditation program and laboratory animal welfare.  Prior to this position she worked at the National Institutes of Health leading a research program on nonhuman primate psychological well-being and environmental enrichment programs for primates, dogs, cats and swine.   She has published over forty articles on the subject, is a certified applied animal behaviorist, and is internationally renowned for her work in laboratory animal behavior and welfare.   Dr. Bayne has held several leadership positions including service as President of the American College of Laboratory Animal Medicine (ACLAM), the Association of Primate Veterinarians, as well as the District of Columbia Veterinary Medical Association. She is past Chair of the American Veterinary Medical Association’s Animal Welfare Committee and was the inaugural Chair of the American Society of Laboratory Animal Practitioner’s Animal Welfare Committee.  She was a member of the OIE ad hoc working group that developed the chapter on Research Animal Welfare for the Terrestrial Animal Health Code and was a member of the committee that revised the CIOMS International Guiding Principles for Biomedical Research Involving Animals.

2、James R. Swearengen, D.V.M., DACLAM, DACVPM is the Director of Comparative Medicine and Attending Veterinarian at the National Biodefense Analysis and Countermeasures Center.  Dr. Swearengen received his veterinary medical degree from the University of Missouri-Columbia in 1982 and completed a four-year residency in laboratory animal medicine at the Walter Reed Army Institute of Research in Washington, DC in 1994.  He is a former Deputy Commander of the U.S. Army Medical Research Institute of Infectious Diseases, Fort Detrick, Maryland, and served as the laboratory animal medicine consultant to the U.S. Army Surgeon General.  He retired from the U.S. Army in 2005.  Dr. Swearengen is board certified in both veterinary preventive medicine and laboratory animal medicine.  He is the current President of the AAALAC International Council on Accreditation, Past-President of the American College of Laboratory Animal Medicine (ACLAM) and served on the United States Animal Health Association Board of Directors. Dr. Swearengen has over 25 years of experience working in the area of infectious disease research, including development of research animal models and providing veterinary care and research support to animals at biosafety levels-3/4.
